Also, the compulsory blacklist is only 1,000 URLs. That's a drop in the ocean of the net - the censorship isn't gonna do anything. The second tier of censorship is "opt-out" for the end-user - likely Shin if you fill out the requisite paperwork and the like you'll be able to remain mostly censorship free. It makes it quite clear that all this effort by the Labour government is just a chance for them to stand up and say "Look, we're doing something!"
